There could be licensing issues. It could also be an evaluation of market. Of the three Kelvin films, Beyond is generally well liked amongst Trek fans. Cumberbatch's Khan, I don't think that would sell AT ALL, as just about everyone hated that whole fiasco. And Nero wasn't a very iconic...
From what Nanjin told me, they hit their pre-order goal with Bashir.
Which honestly surprised me. But in a good way.
Their are some Trek villains I would consider essential to any complete collection:
Khan
Q
Dukat
Borg Queen
And while not necessarily a villain, I'd throw Shran in there too...

Losing Dukat (And especially Garak) would be hard. I'd hope they could maybe price it at Saavik or Kruge levels and limit the run.
I would be surprised if Kruge is that much more of a big seller than Garak, but that might be my own prejudices showing.
