by the way are you sure that the things on the shoulder are cameras? i think theyre flashlights. as they roam through the dark fighting zombies itd be really hard to hold a light and a gun at the same time. i dont know what the need is for everyone to have a camera. just a thought.

Joseph and Kenneth have cameras on their shoulders to record combat. Such a thing exists in real life, but is typically mounted on the helmet instead (which these guys don't wear).

The intro to Resident Evil on the Gamecube/Wii has Joseph Frost's activities viewed via his shoulder camera several times with a mounted flashlight on his shotgun. You discover a tape on Kenneth's corpse which you can view later towards the end of the game. Even the other characters, such as Wesker, are seen holding a flashlight aka "torch" in their left hand whilst searching the woods in the intro.
